The Bulgarian Helsinki Commitee (BHC), an independent human rights NGO, issues a report for the development of human rights protection in Bulgaria on yearly basis.

Regarding to the freedom of expression and the freedom of access to information, the experts from BHC note many problems in Bulgaria. According to the report, there is still major lack of transparency in regard to the ownership of big media grops, which leads to the merger of political, economical and corporative interests.  In 2009, the civil society- driven media are being largely replaced by tabloids, state the experts. They also warn about major problems with the freedom of access to public information.
